On your monthly electricity bill, the line item “Global Adjustment charge” is likely the most significant item, often representing on the order of 50% of the overall bill.
Ontario Regulation 429/04, Adjustments under Section 25.33 of the Act, explicitly defines the mechanism by which electricity distributors (such as London Hydro) assess this global adjustment charge. The regulation defines two (2) categories of consumers, namely:
* Class A consumers, wherein the global adjustment charge is determined based on the business customer’s
contribution to the five (5) peak provincial loads; and
* Class B consumers, wherein the global adjustment is essentially a surcharge on the business customer’s
monthly electricity consumption.
Ontario Regulation 429/04 provides greater choice for eligible business customers to elect whether they want to be categorized as a Class A consumer or a Class B consumer for the next “adjustment period” that extends from July 1, 2021 to June 30, 2022.
To formalize your election as either a “Class A consumer” or “Class B consumer” for the next year, the below form needs to be completed no later than Monday, June 14, 2021. And earlier is better. Note: There is no flexibility with this deadline. Electricity distributors (such as London Hydro) are mandated to submit this same information to the provincial Independent Electricity System Operator (IESO) immediately.
